25-26 Rezoning Summary:
Franklin County School System (FCSS) successfully opened South Franklin Elementary School on January 8, 2025. The new facility, with a capacity of over 750 students, provides additional instructional space that will be used to support student learning. Due to the mid-year move, South Franklin Elementary is currently operating far below its capacity. With this additional space, the need to rezone students is necessary to ensure each of the system’s elementary schools have the resources and space needed to support their student populations.
What is Rezoning?
Rezoning is a process that reviews school attendance zones within a district, which could impact the school a student attends based on their home address. Zoning changes are typically made to address population/housing shifts and overcrowding within schools.
Over the past year, FCSS has engaged in a process to evaluate our current elementary school boundaries and enrollment patterns. Many factors were considered throughout this process to include:
Sensible school boundaries for stakeholders.
Boundaries that support district transportation efforts.
High-growth areas considered when determining school boundaries.
Ensure assigned number of students is appropriate for the building capacity to support instruction.
Ensure similar representations of student populations between schools.
Prioritize school assignments based on a student's home address.
Consider dedicated space to implement Pre-K as determined in the future.
Maintain employee benefit to choose their child’s in-district school.
Establish a hardship process to consider substantial needs from stakeholders.

Stakeholder Questions/Concerns: Parents with elementary students in the Franklin County School System are encouraged to provide input on the recommended 25-26 Elementary Boundary Map. Questions/concerns will be addressed at a public meeting on March 6, 2025 at 5PM. The meeting will be held at the Franklin County Board of Education Administrative Offices at 280 Busha Rd, Carnesville, Ga. 30521.
